I read that the new LS1 engine has connecting rod bolts rather than studs. I also hear that due to this fact you can upgrade your bolts and forego having the rods re-bored. Is this true?

From what I hear it was the norm in the LS1 engines. One of the main things that stands out on the LS7 engine is the fact that the aluminum blocks have been fitted with steel sleves in order to handle the increased cylinder pressure.
