Federal agents only have qualified immunity from state charges if their crime was absolutely necessary to perform their mandate.

ICE has a very specific and limited mandate, and harassing US citizens, or even policing US citizens isn't one of them. Also, deadly force is a last resort only. If he had time to film content on his personal phone, and his first reaction the moment he got a little scared was to murder a citizen. Well, these are things a jury can figure out.

Minnesota doesn't need FBI cooperation to bring State charges. The feds are free to ask that any such charges be dismissed on qualified immunity grounds, but that's up to the judge.

ICE has been very unprofessional. They are far exceeding their mandate, racial profiling, entering homes without judicial warrants, harassing citizens, murdering citizens, detaining citizens. And they have been blocking the investigators who actually have jurisdiction from investigating their crime scenes. No wonder they conceal their identities, that should tell you enough. They need to clean up their act quickly and return to their mandate, and execute their limited mandate lawfully, or leave.
